Sexual violence in higher education institutions remains a pervasive issue, posing significant challenges to student and staff safety, institutional integrity, and academic success. This study investigates the typology of sexual violence within Indonesian universities, explores contributing factors, and evaluates the governance structures in place to address the issue. Utilizing a case study approach, data were collected through interviews, surveys, and observations at three public universities in Indonesia.Findings reveal that sexual violence on campuses is fueled by insufficient education on the subject, entrenched patriarchal norms, and inconsistent enforcement of policies. Verbal harassment, unwanted physical contact, and discriminatory comments were identified as the most prevalent forms of violence. Despite efforts to address the issue, underreporting remains widespread due to fear of retaliation, lack of awareness about reporting mechanisms, and concerns over institutional reputation.The study underscores the role of universities in fostering safe environments through the implementation of targeted educational programs, robust reporting systems, victim-centered support mechanisms, and stricter enforcement of policies. Collaborative efforts between universities and external stakeholders, including government bodies and NGOs, are vital for strengthening preventive measures and ensuring accountability.This research offers a comprehensive understanding of the dynamics of sexual violence in higher education and proposes a participatory governance model to enhance prevention and response efforts. The findings serve as a valuable resource for policymakers, educators, and institutional leaders aiming to create safer academic environments and effectively combat sexual violence.
