Bogor Agricultural University (IPB), as an institution with core competence in agriculture and rural development has an strategic role in national development.  IPB as an educational institution with a large number of competentexperts is expected to enhance its strategic role in establishing a growing, equitable, and sustainable national development by utilizing all resources.
The ongoing ever-expanding coverage of science in IPB, create IPB's role in the future also become widespread. So, its naturally when IPB increasingly evident contribution in solving local and national various and complex problems. At the moment, IPB  has a lot to pursue on-farm and non-farm aspect, and has more experience in developing social sciences and humanities to bring prosperity toward the civilized and fair society.
In accordance with the era of democratization and regional autonomy, IPB faced with various challenges. The first challenge is the widespread phenomenon of conflict which occurred along with injustice and community gap phenomenon in line with the emergence a large number of strong capital companies in the midst of society. It is not uncommon to cause various forms of social crisis, economic, and environment that lead to conflict. This is where the importance of institutional development that can help find solutions to various forms of conflict. CARE IPB is an institution intended to pursue and facilitate the study of the development of conflict resolution and management of potential conflict.
The second challenge is the introduction of regional autonomy through Act no. 32 of 2004 about Local Government,  it caused unexpected reactions that tend to be stray from the meaning of these act. Regional and sectoral egocentrism was more prominent that cause lack   management of development in most areas. Manifestations appear in the form of regulations and policies that are less conducive to the development of businesses, including agricultural development in the broad sense in the region. In future development efforts needed objective evaluation of the various regulations and policies of the government and the existing agricultural policy.
The third challenge, emerged from the weakness of human capital in various lines who were expected would become the motor of development in the era of strengthening the spirit of democracy. It is becoming increasingly obvious viewed from the dichotomy of interests between the executive and legislative board. Strengthening human capital is primarily to establish and strengthen social capital through empowerment efforts and assistance, both at the community level, institutional and local government.
The fourth challenge is how to overcome gaps in information and innovation between communities, between levels of government, as well as with related institutions such as universities, businesses and NGOs. This is where the necessary capability concept development and implementation of public communication and partnerships that can realize synergies through the convergence of the various parties involved with the effort the intellectual life of the nation, prosperity of people and a just peace through development.
To face these challenges, Center for Alternative Dispute Resolution and Empowerment (CARE) IPB is trying to be a part of efforts to eliminate many negative impacts all above-mentioned and enlarge the positive impact.
CARE IPB is positioned structurally under the Institute of Research and Community Empowerment, IPB that was formed based on Letter of Assignment from the Head of the Institute No. 048/K13.11/OT/2007 and Letter of Assignment from the Rector of IPB No. 091/I3/OT/2009, on  May, 1st 2009 . Currently, CARE is responsible in the field of research, training and empowering to accomplish IPB’s vision and mission.
